Regional Transport Strategy

Tell me more about the RTS

tactran’s immediate priority is to draw up a comprehensive RTS which will address current and future transport issues in the region over the next 10-15 years.

MVA Consultancy and their sub-partners Natural Capital and Carl Bro were commissioned to produce a RTS covering the Partnership region and its four constituent council areas – Angus, Dundee City, Perth & Kinross and Stirling.

The RTS must consider;

  • how transport needs to be provided, developed or improved, taking into account future needs including those occasioned by demographic and land use changes and what is practicable using the funding available,
  • how to meet the needs of all inhabited places of the region, in particular those which tactran considers different from the remainder of the region by reason of their remoteness or the scarcity of their population,
  • how to meet the demand for efficient transport links between heavily populated places,
  • how transport in the region will be provided, developed or improved and operated so as;
    • to enhance social and economic well-being;
    • to promote public safety, including road safety and the safety of users of public transport;
    • to be consistent with the principles of sustainable development and to protect  and enhance the environment;
    • to promote social inclusion;
    • to encourage equal opportunities and, in particular, the observance of equal opportunities requirements;
    • to facilitate access to hospitals, clinics, surgeries and other places where a health service is provided;
    • to integrate with transport elsewhere;
  • the order of priority in which different elements of the provision, development and improvement of transport should be undertaken;
  • how tactran ’s functions will be exercised so as to fulfil its transport strategy and, if the Partnership considers that the conferring of further functions is necessary for that purpose, what those functions are
  • how tactran, so as to enable it to fulfil its transport strategy, will seek to influence its constituent councils in the performance of their functions relating to transport
  • the measuring and monitoring of the achievement of the strategy.

 

Consulting

In developing the RTS, tactran consulted with :-

  • its constituent councils;
  • each Health Board within the tactran area;
  • those other persons as it thinks fit.
